What a fabulous Deco style hat!  Fascinator style with dramatic folds and waves with millinery and a black veil.  Sits atop the head and looks best worn at a tilt.  The veil appears meant to be worn over the millinery rather than down over the face.   Back elastic strap.  The hat also requires a hat pin to secure it to the head (probably in the back).
